Our mission

The Dark Waters Initiative aims to expose this evasion scheme, while offering tangible tools and solutions to counter shadow fleet activities. 

Through transparency, collaboration and coordinated action, the Dark Waters Initiative will build a coalition to drag the shadow fleet and its enablers into the spotlight. 

We believe that when information flows freely and experts work together, even the most sophisticated evasion schemes can be exposed and disrupted.
